Power BI license optimization from a team that sells no licenses
Power BI license optimization is a review that matches every user to the license type their work requires. Companies often assign paid licenses in bulk and never look again, so spend drifts away from use. One of our consultants compares assigned licenses with real activity in your tenant, explains the options in plain terms and leaves the buying decision with you.

What is Power BI license optimization?
Power BI offers several ways to pay. A free license covers personal use. Pro lets a person publish and share. Premium Per User adds larger models and advanced features for that person. Meanwhile a Fabric capacity provides shared compute for the whole organization.
These options overlap, and the right mix depends on how people work. For example, a company with many readers and few authors may suit a capacity. A small team of analysts may need only per-user licenses. So the review starts with who does what.
The limits differ in plain ways. As of October 2026, Pro allows models up to 1 GB and 8 scheduled refreshes a day, while Premium Per User allows 100 GB and 48. Microsoft's public Power BI pricing page lists the current prices, so we leave those figures to Microsoft. For the full rules, see our Power BI licensing guide.

Six questions a Power BI license optimization answers
Each question has a factual answer in your tenant, so opinions play a small part.
Who holds a paid license?
We export the assignment list from your admin center. Then we group it by department and role.
Who actually uses it?
The activity log shows who viewed, published or shared content. As a result, idle seats become visible.
Who only reads reports?
Readers and authors have different needs. We separate them, because that split drives most of the decision.
Which features are in use?
Some workspaces rely on features tied to a capacity or to Premium Per User. We list those dependencies.
Is a capacity the better fit?
When readers far outnumber authors, shared capacity may cost less overall. We lay out both cases side by side.
How do licenses get assigned?
A clear request process stops the drift. So we propose group-based assignment and a regular review.
Why do Power BI license costs drift over time?
Licenses pile up quietly. A project starts, and everyone on it gets a seat. Later the project ends, but the seats remain. Staff also change roles or leave, and nobody reclaims what they held.
The opposite problem exists too. Some people share reports in ways their license does not allow, so colleagues cannot open them. Then a manager buys more seats in a hurry, without checking whether a different setup would serve better.
A capacity adds another layer. It may sit half idle, or it may strain at peak hours. Because the capacity metrics app reports real load, we read it before suggesting any change in size. Evidence first, then a recommendation. Afterwards, a Power BI Azure cost management dashboard can track capacity spend month by month.
License types compared in general terms
This table gives the broad picture only, so confirm current details in Microsoft's documentation before you buy.
| License type | Typical user | Main purpose |
|---|---|---|
| Free | Individual explorer | Personal analysis in a private workspace |
| Pro | Author or collaborator | Publishing, sharing and working together |
| Premium Per User | Advanced analyst | Larger models and advanced features per person |
| Fabric capacity | Whole organization | Shared compute for many workspaces |
| Embedded capacity | Software vendor | Reports shown inside another application |
How our license review runs
The review takes four stages, and your admin stays in control of every export.
Free assessment
First we talk for thirty minutes about your users and your current spend pattern. No figures leave your tenant.
Data gathering
Then your admin exports assignments and activity. We guide each step on a shared screen when that helps.
Power BI license analysis
We match people to usage and test a few scenarios. Because the numbers are yours, the result is easy to verify.
Recommendation
Finally you receive a short report with options and trade-offs. You then buy, reassign or remove licenses yourself.
Power BI license optimization: buyer questions
Do you resell Power BI licenses?
No. Power BI Agency does not resell licenses or capacity. So we gain nothing when you buy more and lose nothing when you buy less. You purchase from Microsoft or from the partner you already use. As a result, the review has no sales motive behind it.
How much will a Power BI license review save?
We cannot say before we see the data, and we do not promise a figure. Some tenants turn out to be well matched already. Others hold many idle seats or an oversized capacity. The review shows the facts, and then you judge whether a change is worth making.
Can free users view reports in Power BI?
Yes, in one setup. As of October 2026, people with a free license can view content hosted on a Fabric capacity of F64 or larger, or a Premium capacity of P1 or larger. On smaller Fabric sizes and in shared workspaces, each viewer needs a Pro or Premium Per User license. So the size of your capacity decides the answer, and we check it in your admin portal.
Does the review need access to our report data?
No. We work with license assignments and activity records, not with the business data inside reports. Your admin runs the exports inside your own tenant. After that, we analyze them together. Therefore sensitive figures stay where they are throughout the project.
Who carries out the license optimization work?
One of our consultants does. We are a small team, a division of Sataware Technologies and independent of Microsoft. The work happens online. We also reply within 2 hours, and the scope sits in a written quote before anything starts.
