Power BI templates: reuse a report without its data
Power BI templates are files that keep the design of a report, its data model and its queries, but leave the data out. So an author can hand a colleague a proven starting point that weighs very little. The colleague opens it, enters a few values and loads their own data. Here is what the file contains, how to create one and when another tool fits better.
- Layout without data
- Small file to pass on
- Parameters at open

What are Power BI templates and what do they contain?
A template is a file with the .pbit extension. Microsoft Learn lists what it holds: the report pages and visuals, the data model definition and the query definitions. That model definition covers the schema, the relationships and the measures.
The file does not hold the loaded data itself. As a result, it is much smaller than the report it came from. However, some values can still travel with it, such as the selections saved in a filter. So review a template before it leaves the company.
When someone opens the file, Desktop asks for any parameter values and then connects with that person's own credentials. After that, the work continues as a normal report file.

How to create Power BI templates from a report
The export takes a minute, but the preparation decides whether the result is useful.
Clean the report first
First, remove test pages, unused measures and private notes. A template spreads quickly, so every leftover becomes someone else's puzzle.
Add query parameters
Then replace fixed values such as a server name or a folder path with parameters. Desktop will ask for them when the file opens.
Export the file
After that, choose File, Export and Power BI template. Desktop asks for a short description, which the next person sees on opening.
Test as a new user
Finally, open the file on another machine or with another account. If the prompts make sense and the data loads, it is ready to share.
When is a template the right choice?
A template fits best when many people need the same report over different data. For example, each branch of a company may keep its own database with the same layout. One file then serves them all, because only the connection changes.
It also helps a central team set a standard. New reports start from a file that already has the theme, the page size, a date table and a few base measures. Therefore authors begin with good habits instead of a blank canvas.
Still, a template is a copy at a point in time. Once someone saves a report from it, later changes to the template do not reach that report. So it spreads a starting point, not an update.
Power BI templates compared with other ways to reuse work
Several features sound alike, so this table sets them side by side.
| Option | What it shares | Good for |
|---|---|---|
| Template file | Layout, model and queries, no data | The same report over different sources |
| Report file | Everything, including loaded data | A full copy for one colleague |
| Theme file | Colors and visual defaults only | A shared look across reports |
| Shared semantic model | One published model for many reports | One set of numbers for a whole team |
| Template app | A packaged app for other organizations | Vendors who ship reports to customers |
Limits to know before you rely on a template file
The main limit is the link back to the source, because there is none. If the base measures change, every report made earlier keeps the old logic. For shared numbers, a published semantic model is the better tool, since reports connect to it live.
Credentials are a second point. The file stores no passwords, so each user needs their own access to the source. That is good for security, but it also means a template cannot grant access to data.
Template apps are a different feature with a similar name. They package content for other organizations and follow their own rules. While this page covers the file, Microsoft Learn documents template apps separately.
Questions about Power BI templates
Do Power BI templates include any data?
They do not include the loaded tables, which is why the file is small. However, Microsoft notes that some metadata values can remain, for example the items selected in a filter. So treat the file with care. Before sending it outside the company, open it and check the filters, the parameter defaults and any text boxes.
How does someone open a template file?
They double-click the file, or they use File, Import and Power BI template in Desktop. If the template has parameters, a dialog asks for the values first. Then Desktop connects to the source with that person's own sign-in and loads the data. After that, they save the result as a normal report file.
Can a template keep many reports in sync?
No. A report made from a template is an independent copy, so later edits to the template never reach it. If you need one definition that many reports follow, publish a shared semantic model instead. Reports then connect to that model, and a change to a measure shows up everywhere at once.
Are Power BI templates the same as template apps?
No, they are separate features. A template file helps authors start a report in Desktop. A template app is a packaged set of content that one organization offers to others through the service. Because the names are so close, people mix them up. Check the Microsoft documentation for whichever one you plan to use.
Can you build a starter template for our team?
Yes. Power BI Agency builds starter files with a theme, a date table and base measures, inside your own tenant. We are a division of Sataware Technologies and independent of Microsoft. The work runs online, with the scope fixed in a written quote. Book the free 30-minute assessment and we reply within 2 hours.
