Crystal Reports to Power BI migration, one report at a time
Crystal Reports to Power BI migration replaces SAP Crystal Reports files with Power BI paginated reports, interactive reports or both. No converter turns one format into the other, so every report needs a rebuild and a test. Power BI Agency first sorts your reports by type and usage, then rebuilds the ones that matter inside your own Microsoft tenant, with a demo each week.
- Paginated or interactive
- Formulas reviewed by hand
- Output compared page by page

What does Crystal Reports to Power BI migration mean in practice?
Crystal Reports is a long-standing tool for formatted documents. It lays a report out in bands: headers, groups, details and footers. Because the layout is exact, it suits invoices, statements and forms that people print.
Power BI offers two kinds of report. Interactive reports let readers filter and explore on screen. Paginated reports, built with Power BI Report Builder, produce fixed page layouts. So the second kind is the closer match for most Crystal files.
Still, close is not identical. Formulas, subreports and parameters all need a fresh version in the new tool. Therefore the project is a series of careful rebuilds, and we plan it that way. For instance, a stack of printed shipping lists can become one Power BI order fulfillment dashboard.

Where does each Crystal report belong in Power BI?
Sorting reports by purpose is the most useful early step, and the table shows how we do it.
| Crystal report purpose | Usual Power BI target | Reason |
|---|---|---|
| Invoice, statement or form | Paginated report | The layout must print the same every time |
| Long list exported to a file | Paginated report | Many rows flow across pages cleanly |
| Summary with charts for managers | Interactive report | Readers want to filter and drill |
| Several reports differing by one filter | One interactive page | A slicer replaces the variants |
| Report embedded in a business application | Case by case | The application decides what is possible |
| Report nobody has run recently | Retire | Moving it would waste effort |
Why move from Crystal Reports to Power BI at all?
Crystal Reports still works, and for pure document output it remains a sound choice. However, many companies now want more than documents. Managers ask for charts they can filter, and a fixed page cannot do that.
Maintenance is another reason. Often each Crystal file carries its own query and its own formulas. As a result, a change to one business rule means edits in many files. A shared semantic model in Power BI holds the rule once.
Distribution matters too. Reports in the Power BI service open in a browser and follow your Microsoft sign-in. So readers need no separate viewer on their machines. If the platform choice is still open, read our Power BI vs Crystal Reports comparison first.
What we review before a Crystal Reports to Power BI migration
A short review per report shows how much effort the rebuild will take.
Data source
We note whether the report reads tables, a view or a stored procedure, since that shapes the new query.
Formulas
Each formula gets a read-through. Then we decide whether it belongs in the model or in the report.
Groups and totals
Group levels and running totals need matching logic, because readers check those first.
Subreports
Some subreports become a simple join in the model, while others stay as nested regions.
Parameters
Prompts turn into report parameters or slicers, depending on the target type.
Export needs
We ask which formats readers use, so the new layout exports cleanly to those.
How our Crystal Reports to Power BI migration runs
Each batch of reports follows four stages.
Inventory and sorting
First we list the Crystal files and sort them into paginated, interactive and retire.
Written scope
The quote then names every report in the batch, so the end point is clear.
Rebuild in Power BI
We rebuild inside your tenant and place old and new output side by side at the weekly demo.
Compare and release
Finally, owners compare pages and totals, and after sign-off the Crystal version retires.
Questions on replacing Crystal Reports with Power BI
Can Crystal Reports files convert to Power BI automatically?
No. Microsoft does not offer a converter for Crystal files, and we do not claim to have one. A developer reads each report and rebuilds it. However, reports in one family share queries and layout, so the first takes longest. After that, the others in the family follow more quickly.
Are Power BI paginated reports as exact as Crystal Reports?
Paginated reports give fine control over page size, margins, headers and element positions. So most Crystal layouts can come very close. Still, the two engines differ in small ways, such as how text wraps. We compare printed output for each report and adjust until the owner accepts it.
Do paginated reports in Power BI need a special license?
License needs depend on how you publish and share them, and Microsoft has changed those rules over time. Therefore we check the current documentation during scoping instead of quoting from memory. We do not resell licenses, so our advice on this point has no sales motive behind it.
What about Crystal reports inside our ERP or line-of-business system?
Those need a separate look. When an application launches a Crystal report itself, the vendor's design decides what can replace it. Sometimes a Power BI report can sit beside the application instead. Otherwise that report may stay where it is, and we say so in the scope.
Who does the rebuild work?
A small team at Power BI Agency does it. We are a division of Sataware Technologies and independent of Microsoft and SAP. The service runs online. Call (480) 485-7373 or send the form, and we reply within 2 hours to book the free thirty minute assessment.
