A Power BI resource utilization report for staffing decisions
A Power BI resource utilization report is a view of how people spend their available hours, split into billable, internal and idle time. It compares actual hours with capacity and with targets, by person, team and skill. Managers then see who is stretched and who has room. Our consultants build the model in your own Microsoft tenant and demo it weekly.
- Billable against capacity
- Bench time by skill
- Forward bookings

What does a Power BI resource utilization report measure?
Utilization sounds simple. Divide the hours a person worked on client or project tasks by the hours they had available. However, each half of that fraction hides a choice.
Available hours must allow for holidays, leave and part-time contracts. Otherwise a person on vacation looks idle. So the model builds capacity from a working calendar and the HR record, not from a flat figure.
Worked hours need sorting too. For example, training and sales support are useful, but they are not billable. Therefore the report shows billable, productive and total utilization as three separate lines.

Capacity measures for staffing managers
Each measure uses the same capacity calendar, so team and company figures add up.
Billable utilization
Set billable hours against capacity for each person. Then compare it with the target for their role.
Bench time
Show unassigned hours by skill and week, because idle capacity is the first place to look for new work.
Overbooking
Flag people whose hours exceed capacity for several weeks. Sustained overload leads to errors and exits.
Forward bookings
Chart planned assignments for the coming weeks, so gaps appear before they arrive.
Realization
Compare hours billed with hours worked on billable tasks. A gap points to write-offs.
Utilization by skill
Group the figures by role or skill. Also use the view to guide hiring.
Which systems hold the hours and the capacity?
Timesheets supply the actual hours. They sit in a time tracking tool, a project system or the ERP. The quality of the report depends on timely entries, so we show a late-timesheet count on the first page.
Capacity comes from HR data and the company calendar. Contract hours, start and end dates and approved leave all feed the figure. When a person joins mid-month, their capacity starts on that day. Because three systems meet here, power bi data integration services often come first in the project.
Plans come from a scheduling tool or a staffing sheet. We load future assignments beside past hours, and the same chart then runs from history into the weeks ahead. As a result, managers act on next month and not only on last month.
Errors that distort a Power BI resource utilization report
A utilization figure loses meaning quickly when these creep in.
- Capacity that ignores leave and public holidays
- Part-time staff measured against full-time hours
- Late timesheets that change closed periods
- Internal projects counted as billable work
- One target applied to every role and grade
- Contractors mixed in with employees unmarked
Building a Power BI resource utilization report step by step
The work follows four stages under a scope fixed in a written quote.
Agree the formula
First we write down what counts as billable, productive and available, with finance and delivery leads.
Build the capacity calendar
Then we create capacity per person per day from contracts, holidays and leave.
Join actuals and plans
Next we bring timesheets and bookings into one model, so past and future share an axis.
Tune for each reader
Finally we shape pages for staffing managers, team leads and executives, each with suitable detail.
Utilization reporting in Power BI: practical questions
Can a Power BI resource utilization report show future capacity?
Yes, when a scheduling source exists. The model loads planned assignments and compares them with capacity for the weeks ahead. So a manager can see that a developer frees up in three weeks. If plans live in a spreadsheet, we can read that too, as long as its layout stays stable.
How should a Power BI utilization report treat leave?
Approved leave reduces capacity, so it does not count against the person. We take leave from the HR or time system and remove those hours from the base. Then a person who worked every available hour shows full utilization, even in a month with a week away.
Can managers see only their own team in the resource report?
Yes. Row-level security filters people by reporting line or by practice. Team leads see their own staff, while staffing managers and executives see everyone. We store the mapping in a table, so a reorganization needs a data change and no rework of the model.
Does the Power BI report work for internal teams that do not bill?
It does. For internal teams we replace billable with planned project work. The report then shows how much time goes to projects, support and overhead. That split helps a team lead argue for headcount or push back on unplanned requests. The capacity logic stays the same.
